More than seven out of ten smokers
start before they’re 18. That is why
the EP has agreed a raft of measures to
persuade them not to. All packs have
to carry a health warning that covers
65% of the surface, instead of the
current 30% of the front and 40% of
the back. The brand name would
appear only at the bottom of the
packet.

The EP wants a ban on flavours
intended to make the product more
attractive, although menthol would be
phased out over eight years. They
also want to ban packs of fewer than
20 cigarettes. Slim brands would
remain on sale, however, and additives
essential to the manufacture of tobacco
products, like sugar, would still be
permitted.

The EP wants e-cigarettes to be
regulated as medicinal products, but
only if they claim to help smokers to
quit or to have preventative qualities.
Where no such claims are made, the
EP wants them to contain less than 30
milligrams per millilitre of nicotine, to
carry health warnings, to be sold only
to over-18s and subject to the same
advertising restrictions as tobacco
products. A full list of ingredients
would be required.

regolamentate come medicinali, ma
solo se viene riconosciuto che possono
aiutare le persone a smettere di fumare
o ne vengono dimostrate le proprietà
preventive. Diversamente, il PE vuole
