Effective prevention strategies need to be developed both at private and public level in order to confront this threat. In 2005 the European Commission awarded TRANSCRIME - Joint Research Centre on Transnational Crime (Università degli Studi di Trento - Università Cattolica del Sacro Cuore di Milano) project COUTURE - Private and Public Partnership for Reducing Counterfeiting of Fashion Apparels and Accessories. The project was co-funded under the 2005 AGIS Programme and was carried out in partnership with the Centre National de la Recherche Scientifique (France) and the University of Leeds (United Kingdom). Its aim was to improve the response to the counterfeiting of fashion apparel trademarks by undertaking a vulnerability study of the apparel and accessories market at EU and national level, and by developing crime-proofing mechanisms for assessing crime risks associated with the fashion sector’s regulation and products. The assumption is that regulation and products of a certain market can inadvertently produce opportunities for crime. Crime-proofing is a form of risk management which aims at identifying such opportunities and providing solutions to reduce them. AIM OF THE CONFERENCE The conference presents the findings which have emerged during the study and discusses effective forms of cooperation between the public and private sector to combat counterfeiting. In particular the following topics are addressed: the apparel and accessories market (at EU, Italian, French and British level) and its exposure to counterfeiting: the main vulnerabilities which are exploited by counterfeiters are analysed and discussed; crime-proof law: a crime risk assessment mechanism for proofing regulation of the fashion sector against counterfeiting is presented together with the results of its application; crime-proof goods: a crime risk assessment mechanism for proofing fashion products against counterfeiting is presented and the results of its application are commented upon.
